Junior Consultant / Consultant - Regional Policy

About the Role:
With a global team of 600+ research and specialists delivering impactful work for a variety of clients, we are recruiting a new colleague to bring diverse talent to roles based in our Rome office.

Specifically, our Policy and Research team is currently looking for a Junior Consultant or a Consultant (depending on experience) to join us to work on regional policy research and projects. Experience in Better Regulation evaluation and/or keen interest in the European Regional Development Fund, and in the policy areas of innovation, territorial development, clean transition would be a plus. You will be expected to help manage and to contribute to projects in this field. Indeed, this role involves the development of research methods, the design of projects, as well as proposal and report writing.

Our work ranges from small-scale research projects on key policy topics, to larger scale multi annual monitoring and evaluations of policies and programmes for national, European, and international clients. As you develop in the role, you will have the opportunity to work on a broad range of projects, for clients as diverse as Italian national and regional government departments, the European Commission and EU Agencies.

Part of the projects will be conducted on behalf of the European Commission or related EU institutions. You will also contribute to Ecorys’ communication and outreach activities, including presentations at conferences and workshops. You will maintain a network of experts and partners and will collaborate with colleagues throughout Ecorys (e.g. with Brussels, Rotterdam and London offices).


As a Junior Consultant/Consultant (depending on experience), you will develop and apply your range of qualitative and quantitative research skills to a wide variety of tasks, including desk-based research, (e.g. literature reviews), survey design and implementation, in-depth interviewing, focus groups, and qualitative and quantitative data analysis. You will also be required to support large and medium-scale technical assistance projects which serve to support public institutions the implementation of sustainability policies.

You will have the opportunity to grow your client facing and business development skills by contributing to work winning activities. You may also be able to develop a specialisation in qualitative or quantitative methodologies, or thematic areas.

We offer a hybrid model of working, with 60% of the time at our office in the centre of Rome and 40% of the time home-based working.  

Role Requirements:

Essential:

  • An excellent level of written and spoken English (minimum C1) developed through an extended period of study or work experience in an English-speaking environment.
  • Native Italian (or C2 level) is essential.
  • University degree, preferably in social sciences (e.g. Economics, Economic geography, Economic sociology and Public Policy) or in a science subject (e.g. environmental sciences, energy transition related subject) or engineering. 
  • Track record of at least 1-3 years of work experience in a relevant field preferably with European institutions, EU clients, partners and organisations.
  • Knowledge of EU Cohesion policy and in particular of ERDF is a plus.
  • Experience in policy analysis and evaluation skills (linked to regional development, clean transition or other related fields such as Recovery and Resilience Facility, security, employment and social policy is a plus).
  • Experience in Better Regulation evaluation (knowledge of Better Regulation guidelines and Toolbox is a plus).
  • Experience of qualitative and quantitative research including designing, analysing and writing up findings from desk research, interviews, focus groups, surveys, and other data sets.  
  • Ability to work under pressure and on your own initiative, to manage multiple tasks and meet deadlines. 

Desirable 

  • Experience in supporting business development activities, writing successful bids, reports and concept notes (strong desirable);
  • Confidence and expertise in qualitative and/or quantitative research; 
  • Confidence in delivering presentations and client outreach;
  • Knowledge of evaluation and impact assessment methodologies.
